F. A. Johnson, II Esq., Chief Executive Officer, Charleston Redevelopment Corporation

F. A. Johnson, II Esq., was named CEO in 2021 after serving in an interim capacity and as Director of Development. In addition to overseeing the CRC, Johnson is responsible for creating the vision and stewarding the establishment of permanent affordable housing, resource development, land protection efforts, securing major gifts, financial management and pursuing a strategic, long term vision for the Palmetto Community Land Trust.

Johnson led the organization through the certification process as a CDFI (Community Development Financial Institution). Johnson works to expand the CRC’s strong relationships with private and public partners across the region. He brings 30 years’ experience in economic development, real estate, business law, strategic planning, design, real estate development, government relations as well as grant and donor funding. He is responsible for managing third party contracted professionals including legal, architectural/engineering services, property management, demolition, audit services and accounting functions. Johnson is a proud graduate of Morehouse College and Emory School of Law.

Allie Zamfir serves as the Finance and Asset Manager for the CRC projects. Ms. Zamfir brings a breadth of knowledge following over a decade of institutional experience at an insurance company where she oversaw a large southeast multifamily portfolio and her tenure at a large CRA-motivated investment bank where she led the asset management team focused on affordable housing and community development equity, debt, and tax credit investments. She serves the CRC in a consultancy capacity through her firm Tesatura Capital, an organization with a primary mission to create and preserve affordable housing in South Carolina through direct investment and through consulting engagements to build capacity in mission-aligned organizations. Allie holds her BS from Lehigh University and her MBA from Columbia Business School. She serves the community through volunteering her time to local non-profits, including in her role as President Elect for the South Carolina Women’s Affordable Housing Network (SC WAHN) and through her participation on the City Advisory Board for Entryway Charleston, and has served as adjunct faculty for the Schack Master’s in Real Estate Program at New York University.

 

Florence Peters serves as the Senior Project Manager, responsible for delivering comprehensive professional and administrative support for the planning, supervision, and execution of pre-development, new construction, and redevelopment projects and programs. She will also oversee the planning and coordination of complex programmatic activities across a range of community and economic development initiatives. Ms. Peters brings 19 years of experience with the City of Charleston’s Department of Housing & Community Development, following 12 years with Fannie Mae. She possesses extensive expertise in federal housing program regulations, including the administration of HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG), Federal Home Loan Bank funding, and various state and local housing initiatives. She earned her Bachelor’s Degree in Public Administration from Barry University in Miami, Florida.

Kirk Williams has worked over forty years in both public (Big 4) and private accounting(including non-profit). Kirk has extensive experience managing the accounting and finance operations for property management companies and real estate investment firms. His experience includes auditing, budgeting, business consulting, system design and implementation, financial reporting, financial analysis, and cash management. Kirk has a BA Accounting, University of South Florida 1982, MBA, Wayne State University 1990, CPA State of Florida 1983, CPA State of Illinois 1991, and is a member of the American Institute of Certified Public Accountants as well as the Chartered Global Management Accountant.

 

Radia Baxter serves as the Project Coordinator & Administrator for the CRC projects. She has extensive project management and administrative experience. In her many years of service, she has been instrumental in coordinating many successful development projects. In her role, she will be responsible for supervising new construction rehab; writing up work orders; comparing cost estimates; reviewing pay requests; and other duties to ensure project success. Holding a bachelor’s in business administration from College of Charleston, and pursuing a Master Degree in Executive Leadership Master of Business Administration from the College of Charleston, Radia leverages her expertise and education to build business goals with lasting social impact.

Tanya Wong Smith serves as a Project Coordinator for the CRAC projects. She has extensive project coordination and administrative experience. In her many years of service, she has been instrumental in coordinating many successful housing development projects. In her role, she will be responsible for supervising new construction rehab; writing up work orders; comparing cost estimates; reviewing pay requests; and other duties to ensure project success.
